For close to half a century, we have helped public sector clients address the important questions around social equity and diversity, equity, and inclusion. We are one of the largest solutions providers of disparity studies, and none of the M/WBE programs where the client followed MGT’s recommendations have been suspended. We’re very proud to have conducted more unchallenged studies than any other consultant in the country based on the thoroughness and quality of our work.

Our team of experts evaluate and examine contracting, procurement, and workforce inequalities to bring our clients answers and remedies that are legally defensible and objective. We have helped clients navigate the complexities and challenges involved in producing accurate and valid disparity assessments so everyone has a greater path to economic opportunity and prosperity. We also work on high-profile, racially sensitive studies that address social inequity and lead to recommendations for true social change.

Availability & Disparity (A&D) Study Research
A disparity study provides quantitative and qualitative research evidence, in accordance with the law, to determine if there are disparities in the use of small- and minority-owned businesses in procurement and contracting. We also can identify a strategy to remedy disparate treatment (if found).
Minority, Women, Small, Disadvantaged Business Enterprise Program Implementation
We help clients establish their M/WBE target goals consistent with court rulings, statutes, and federal regulations. If disparity exists, we develop remedial goal models and methodologies to address them. We also help develop and implement program policies, communication plans, and ordinances for existing programs.
Litigation Support
Many disparity studies become part of a legal challenge to an M/WBE program. However, only a handful of studies challenged have been successful at the federal appellate court level. Our studies have been upheld twice and never rejected.
Diversity, Equity & Inclusion Studies
These studies can include workplace analysis and assessments, training, and work plans. The underlying principal of these studies is to provide an organization or community with a more equitable and inclusive environment.
Availability Studies
Availability studies focus on examining if firms are available to contract with an agency. We use valid resources that consider key “ready, willing, and able factors”, like utilization, location, capacity, services, and interest in contracting with the agency in question.
