Bruce is a financial and management consultant with more than 35 years of experience in the public sector environment. He has directed user fee studies for more than 1,000 government agencies and advised on operational and policy choices. His clients have included the cities of New York, Chicago, Los Angeles, Houston, Tampa, Nashville, Atlanta, Tucson, Pittsburgh, Reno, and St. Louis, and the counties of Montgomery MD, Hillsborough FL, and DuPage IL.
Bruce served on his City Council, where he was Finance Chair for a decade. He has also had many speaking engagements and authored professional journal articles on how to set fees, compensate staff, and use data to improve operations.
