Jerry is an experienced financial and revenue manager working with state and local agencies with more than three decades of experience. He has led major assignments for the City of Chicago (enterprise and internal funds), the state of Illinois, Michigan and Wisconsin, and a wide range of governments throughout the United States, providing user fees, cost recovery, and budget planning. These projects have resulted in the identification and recovery of several billion dollars for his clients. Jerry’s expertise is in discovering how the cost of services supported by a city’s general fund could be shared by related governments – resulting in providing revenue for a county’s general funds pool. He also has rate setting, cost allocation, and revenue recovery in many human services program areas.

Jerry earned a Master of Arts in Social Policy as well as a Master of Business Administration in Accounting and Finance from The University of Chicago. He is a Certified Public Accountant in Illinois, a member of the CFA Society of Chicago, and member of the Board of Directors of the Civic Federation of Chicago.
