Mark has been performing governmental cost-of-service studies since 1989. Over the past three decades, he has developed a background richly familiar in local government consulting, with a primary focus on revenue enhancement studies like cost of services and user fee rate studies, and auditing of government operations. He has worked with city, county, state and special district government agencies on cost accounting and mandated cost claiming projects. He has worked with more than 100 cost plan clients, and managed and/or conducted those studies within eight states across the US. Most recently, he’s managed numerous development services fee studies for Building Inspection, Planning, Zoning, and Engineering Departments.

Having worked as a public professional for the City of Fort Worth and Fort Worth Police Department prior to becoming a consultant, Mark offers MGT clients unique solutions on the challenges municipalities face in managing financial performance. He has substantial experience in developing pay and classification systems for local governments and has conducted organizational audits and reviews for Public Works, Police, Human Resources, and a variety of other administrative departments. Regardless the assignment, Mark has the experience and expertise to guide clients to a successful conclusion.
