York County requested an in-depth classification and compensation study for its 1,000+ employees in over 357 classifications. MGT reviewed all jobs using a position description questionnaire data collection methodology, and rewrote/updated all position descriptions in a format created for the County. A full compensation review was conducted utilizing a variety of relevant recruitment markets for salary comparisons.

We assisted the County in reviewing and updating its HR policies and procedures to facilitate implementation of the new plan, and created numerous models for phasing-in study results. MGT’s study resulted in a new classification and compensation plan for the County’s 1,000+ employees based upon assigned job duties and responsibilities and competitive peer markets; detailed reports and options, with associated costs, for various implementation strategies; and communications strategies, including presentations at project initiation and completion.
